为贯彻执行“百年大计，质量第一”的建设方针特定本制度如下：项目经理是建筑施工过程中的管理者，是工程项目的质量法人代表，对承建的项目质量负总责。为了精心组织，精心施工，严把质量关，应做到：一、认真贯彻执行国家颁布的质量验收标准，不得随意降低质量评定标准。二、合理搭配施工技术力量，各级技术管理人员应持证上岗。三、发挥工程技术人员的特点，落实质量保证体系。四、杜绝不符合国家建材标准的材料进入施工现场，对外物件要有相应资质的工厂加工，到场后经检验合格方能进行施工，对分包工程纳入标准质量管理体系监督管理。五、督查工程技术人员、施工员、质检员进行工程技术难点、疑点的技术处理，实行各项技术交底工作，严格执行自检、互检.职能部门的质量监督管理工作。六、组织落实各分部分项、单位工程的质量评定工作，使技术管理资料归档存查。七、组织落实质监站对单住工程的总体质量评定工作。八、组织落实竣工移交验收工作将质量好、工期短的建筑产品奉献社会。项目经理责任制一、对本单位劳动保护和对所辖范围内的安全生产工作负具体领导责任，具体贯彻执行上级有关安全生产的方针、政策、法规标准和规章制足。二、计划、布置、检查、总结、评比生产的同时，计划、布置、检查、总结、评比安全工作。三、编制施工组织设计，制定安全技术措施，经上级主管部门审核批准后，组织交底与实施。四、实行单位工程经济承包责任制，承包责任要有安全指标(轻、重伤指标)要求和奖罚措施。五、负责组织对本施工区内的主要监建设施、脚手架、龙门架、井字架、塔吊、施工用电施工机具及其它重要设施的安全技术检查、鉴定与验收工作。六、负责组织对本辖区内施工人员的安全教育，及新工人入厂前的第—级培训工作，经常组织开展安全活动，并有记录资料入档。七、负责组织每周一次安全检查，针对现场存在的隐患和不安全因素，及时采取有效整改措施，限期定人整改。八、组织实施文明生产和安全达标，发生事故后及时上报，并认真分析事故原困，实施改进措施。九、严格按规定提留(取)工程安全技术措施经费，并主要用于保证和提高劳动安全生产，总结与推广安全生产经验。
