今年一季度，X市下达任务的X项指标中，我城区固定资产投资、本级规上工业增加值、社会消费品零售总额、其他营利性服务业营业收入、第三产业增加值、区外境内到位内资、全口径实际利用外资、进出口总值等X项指标实现较快增长；财政收入没有下达任务，也实现了较快增长；其他的地区生产总值、农林牧渔业总产值、建筑业总产值、批零住餐零售额等X项指标，增速分别比市下达任务低X、X、X、X个百分点，给全市拖了后腿。根据今天刚刚收到《X市稳增长督查专报》，我城区１—４月份规上工业增加值、PM2.5累计平均值进入红榜，工业投资增速（－X%）、固定资产投资增速（X%）进入黑榜。
构建“4321”智慧应急指挥体系 提升风险防范预警和应急救援处置能力
一、找准症结，认真分析全州应急管理工作重点突出薄弱环节机构改革后组建的应急管理局，整合了州安监局职责、州政府应急办职责、州公安局的消防管理职责、州民政局的救灾职责，以及州国土局的地质灾害防治、州科技局的防震减灾职责、州水务局的水旱灾害防治、州农委的草原防火、州林业局的森林防火等相关应急救灾职责，同时承担州安全生产、防汛抗旱、减灾、森林防火等指挥部(委员会)的职责。在成立之初，在诸多方面都存在明显不足。（一）安全生产风险防范手段单一。由于缺乏专业装备技术支撑，全州大量煤矿、危险化学品、烟花爆竹、非煤矿山、尾矿库、冶金工贸等高危行业安全监管基本上以“人海战术”模式为主，企业重要风险点管控情况、运行状况长期处于监管视线范围之外。
